OHR Sarajevo BiH
If we correctly understood the two pages of yesterday's letter, written in Latin, Valentin INZKO asked the President of the National Assembly of the Republic of Srpska to, by the end of April 2021, revoke the decorations, which had been awarded on October 24, 2016. to all former officials of the Republic of Srpska on the occasion of the 25th anniversary of the Republic of Srpska. Having established the COLLECTIVE RESPONSIBILITY OF THE SERBIAN PEOPLE, Inzko promised, that by fulfilling cited Ultimatum, the "COLLECTIVE RESPONSIBILITY WILL BE REMOVED FROM THE SERBIAN PEOPLE, AND BY REMOVING COLLECTIVE GUILT AND ELIMINATING THE BURDEN OF THE PAST, THE WHOLE PEOPLE WOULD BE RELIEVED ..."
Fortunately for the Serbs, unlike the Austro-Hungarian ultimatum of July 27, 1914, when a 48-hour deadline to fulfill was set to Serbs by the telegram, which caused the First World War with 15 million people killed, 20 million wounded and the extermination of 25% of Serbs, this Ultimatum imposes to the Serbs much a longer deadline, and the consequence will be, it is expected, far less.
However, in situation - when Inzko was recently dismissed, when the Republic of Srpska, as a contracting party to Annex 10, asked Inzko to submit Report on his activity for the period 2009-2021, and considering: that answers, information and evidence are expected from the UN Security Council - whether Inzko's decisions are legal at all, i. e. whether they are in compliance with the rights and obligations pursuant to Annex 10, whether he was appointed by the SC Resolution, as stipulated by Annex 10 (signed on November 21, 1995), or appointed by a "group of citizens" at Sarajevo on March 13, 2009, then one may get the impression that the Austrian Inzko, with the Ultimatum in question, tried to take revenge on the Serbs and create “favorable” conditions for the new High Representative, the German Christian Schmidt?
Regardless of the reasons for Inzko's decisions and the stated Ultimatum, the least that Inzko can do is to apologize to Serbs for accusing Serbs of being COLLECTIVELY RESPONSIBLE, regardless of where they are in the world, and to withdraw from his duty, for example on personal grounds.
